MORE PREPARATION
On September 14th, Germany started to move active-duty troops into Lithuania; the troops are part of the first German standing combat brigade (outside of Germany) since WW2. The brigade (iPanzerbrigade 45) is not designed to combat a Russian invasion, but is designed to stunt a smaller attack, and make a larger offensive costly.
I saw an analyst say that Germany would not do this without good reason.
